Section of Ross Lane Closed to Through Traffic Beginning April 15

Beginning Thursday, April 15, major road improvements will close Ross Lane North (between McAndrews and Rossanley) to through traffic in order to upgrade and widen the road, increase safety, and improve congestion and air quality. Road construction will take place April 12 through November 30, 2011, and during that period access along that section of Ross Lane will be open to residents of the neighborhood with possible delays. A detour route will be in place, and motorists are asked to avoid Ross Lane North during construction.
?Limiting traffic to local residential trips only allows the contractor to maximize their efficiency and complete the project faster,? said John Vial, Director of Jackson County Roads.
The project will widen and improve the road to include three traffic lanes, including one lane in each direction and a continuous center turn lane. Other upgrades to the road will be bicycle lanes on both sides of the road, sidewalks, curbs, gutters, underground drainage, and a water main upgrade by the Medford Water Commission. A stoplight will also be added at the McAndrews and Ross Lane intersection which will cut congestion and improve air quality with fewer cars idling while waiting to get through the intersection.
?This project will do much to improve safety and congestion on this vital north-south route,? noted Vial.
When the Oregon Department of Transportation (ODOT) created the nearby overpass system, the Ross Lane area experienced increased traffic volume. Ross Lane was never designed to safely handle the amount of traffic it currently experiences. The road was originally designed as a rural residential road, and it is now being redesigned for urban status.
Construction will be daytime work only, and motorists may experience delays of up to 20 minutes on Ross Lane North between Rossanley and McAndrews. Detour routes will utilize Rossanley, Sage and McAndrews Roads.
During construction, the intersection controls of McAndrews and Ross Lane will be changed to benefit traffic following the detour. The following are instructions for motorists:

If you are travelling west on McAndrews toward Jacksonville, you will be able to make a left or right turn on Ross Lane or go straight without stopping.
If you are travelling north on Ross Lane turning right on McAndrews, you will need to yield. Going straight or turning left on McAndrews you will need to stop.
If you are travelling south on Ross Lane, you will need to stop at McAndrews before proceeding.
If you are travelling east on McAndrews, you will need to stop at Ross Lane before proceeding.

In an unexpected Oscar turn two years ago, Anne Hathaway joined host Hugh Jackman onstage for a parody of "Frost/Nixon." And James Franco's entire career, from starring in "General Hospital" to appearing as a pillow-humping version of himself in "30 Rock," can be filed under the category of "What will that dude do next?"
Well, as unexpected as it may be, next up for both Franco and Hathaway is co-hosting the 83rd Annual Academy Awards next year. The Academy of Motion Picture Arts and Sciences made the announcement on Monday (November 29), hours after rumors of the actors' involvement surfaced.
Beyond his hosting gig, Franco figures to play a prominent part in the ceremony. The 32-year-old is considered a lock for a best-actor nomination for his turn as a trapped hiker in "127 Hours," the Danny Boyle-directed drama that's also expected to nab a Best Picture nod. Hathaway, 28, meanwhile, remains a long-shot in the best-actress category for "Love & Other Drugs," a film that received mixed reviews and reeled in just $14 million over the extended Thanksgiving holiday.
Hiring Franco and Hathaway as hosts certainly mark a strategic turn by the Academy, which has long been accused of being out-of-touch with the young pop-culture mainstream. A quick scan of the last two decades of Oscar history shows that not one host has even been as young as in his or her 30s when emceeing the show.
Most recently, 64-year-old Steve Martin and 51-year-old Alec Baldwin assumed hosting duties, notching the show's best ratings in five years.

He was said to have leapt from the fifth floor of a Rome hospital where he was being treated for terminal cancer. He received numerous awards and was nominated four times for an Oscar. Best known for his comedies, Monicelli also directed serious films Monicelli was admitted a few days ago to San Giovanni hospital where he was being treated for prostate cancer, reports said. He made his debut as a director in 1949 and won the Golden Lion at the Venice Film Festival 10 years later for The Great War. The 1958 film I Soliti Ignoti - released in the US as Big Deal on Madonna Street and in the UK as Persons Unknown - helped launch the careers of Marcello Mastroianni, Claudia Cardinale and Vittorio Gassman. Mario Monicelli directed 70 films, often focusing on stories about ordinary people confronted by extraordinary circumstances. A Very Little Man (1977) was one of his best-known works about a man who takes justice into his own hands after his son is killed in a robbery. Candidates denounce Haiti 'fraud'

Some presidential candidates have expressed concern about possible fraud Haiti is set to vote in general elections, as the earthquake-hit nation continues to battle a deadly cholera epidemic. Up to 4.7m registered voters will cast their ballots for one of 18 presidential candidates, as well as parliamentary deputies and senators. Among the frontrunners are Jude Celestin, an engineer backed by President Preval, Michel Martelly, a music star and Mirlande Manigat, a former first lady. Ms Manigat, who is pushing education and pledging a break from corruption, is leading opinion polls by eight points. Occasional violence has broken out during generally colourful and peaceful campaigns. At least one person was killed and several wounded when gunmen opened fire at a rally for Mr Martelly late Friday. Two others were shot dead earlier in the week in Beaumont, in south-western Haiti. Some candidates, including Ms Manigat and Mr Martelly, have already said they are concerned about the possibility of vote-rigging. Many Haitians have been standing in long queues over recent days to register for the polls. "I hope I will get my voting card. It is my duty to vote, it is for my country after the cholera and the earthquake," Josue Phanon told AFP. But some Haitians say they do not feel motivated to vote. "We have nothing to eat and no place to live, we are so thin that even the air that blows can lift us, from where do we get the strength to go out and vote?" one woman, Carline Estinvile, told the BBC. NEW YORK — Hundreds of fans ... correction, Barbies and Kens, lined up for hours outside of Best Buy in New York City's Union Square Tuesday night for a chance to meet their Mama Barb, Nicki Minaj. Nicki has found herself in the rap and pop spotlight thanks to her unique style, over-the-top personality and anticipation for her first album, Pink Friday, out Friday. This was an opportunity not only for her to thank fans for their support, but also for them to thank her for giving them a voice.

"She speaks for people. She speaks for us. She's our generation," said one fan queued up outside. "Every era has their people. We have Nicki, that's our person. We relate to her. We connect to her."
Nicki's Barbies and Ken Barbs — as she's dubbed many of her male fans — were rapping their favorite Nicki verses in unison and chanting the Harajuku Barbie's name as well as the name of her debut album, Pink Friday, all night at the event.
"It's her style, it's her flow," said 19-year-old Jean Carlos. "Some people won't get it, but the people out here supporting her, all of these people that have been here since who knows what time, those are people that get her. Those are her real fans and that's why we're here, because we love her."
Most fans knew that they would only get three seconds to let Nicki know how much they loved her, but that fact did little to dissuade them. Admirer Anthony Dominguez said that when he got a chance to meet her, he would congratulate her on her success and tell her how much he appreciated her.
"I'm going to tell her 'I love you so much, keep up the good work,' and 'I love you Mama Barb.' "
Minaj also spent part of Tuesday performing at Kanye West's show at the Bowery Ballroom in downtown New York.

The Doc Fix Reemerges In The Lame-Duck Session

With Congress back in session, will policymakers fix the Medicare reimbursement formula or just pass another extension? Now that the dust has settled from the midterm elections, Congress gaveled back into session for the first week of its lame-duck session before the Thanksgiving holiday. It could be a period of more bipartisan compromises as many policymakers will no longer have to be worrying about electoral politics and working with colleagues across the aisle is now an option. While there are big-ticket items like whether or not to extend the Bush tax cuts, another issue that keeps getting kicked down the road is how Congress intends to solve the ?doc fix? problem. What has become healthcare reform?s never-ending story, the doc fix represents the gap in the formula for Medicare physicians? reimbursement rates versus the current payment rate. Under current law, physicians accepting Medicare payments are scheduled to receive a 23.5 percent pay cut on Dec. 1 with an additional 1.5 percent decrease on Jan. 1, 2011. But, faced with the politically unfriendly decision of slashing the physician payments, our lawmakers have continuously passed last minute extensions during the past several years. As you might recall back in June 2010, Congress not only enacted a $6.5 billion extension, but also increased payments by 2.2 percent for six months through a series of hospital savings and pension changes. In just a few weeks, the extension expires. The end result is the looming gap is getting larger. Last week, Senate Finance Committee Chairman Max Baucus (D-MT) and Senator Chuck Grassley (R-IA) reached a temporary compromise to extend the 2.2 percent increase in reimbursements for another month. The legislation ? approved in a unanimous Senate vote ? comes with a $1 billion price tag, fully paid by cuts in payments for physical and occupational therapists, which primarily affects hospital payments. Under the agreement, therapy payments for more than one therapy on a certain day will be reduced, which extends the current doc fix formula until January. But, the game is not over. From the Senate, the bill now travels to the House, which is out of session until after the Thanksgiving holiday. Meanwhile, the American Medical Association, the Department of Health and Human Services, and the White House have come out with a different 13-month doc fix extension ? a proposal already supported by some House Democrats. The proposed new extension would allow Washington time to establish a permanent solution for consideration by the new Congress next year. However, with an estimated price tag of $15 billion, many lawmakers are going to be hesitant to support such a proposal in the current environment. The clear mandate of the electorate in the midterm elections was to cut spending and focus on the economy. Congress is between the proverbial rock and a hard place on this one. And, overriding all other concerns is the fact that the current reimbursement system needs to be moved in new directions or the Medicare system will be bankrupt in a few years. The ?doc fix? is like a soap opera that never ends. 'Love And Other Drugs' Co-Stars Have Chemistry On (And Off) Screen

Much of the advance buzz about Anne Hathaway and Jake Gyllenhaal's "Love and Other Drugs" has centered on the film's nudity — the co-stars bare some serious skin in a few key moments — but the actors' chemistry is another important element in the movie.

Actors will typically declare how well the cast and crew got along on set when promoting a movie, whether it's true or not. But in the case of Hathaway and Gyllenhaal, it seemed obvious the two share a genuine mutual affection, as MTV News learned when we caught up with them to discuss their romantic comedy, which opens Wednesday. Since Hathaway and Gyllenhaal have collaborated onscreen before, we asked what it was like to do press together.
"[She's] annoying," Gyllenhaal joked about having to sit side-by-side for interviews all day. Then, turning serious, he added, "She's so dope at press. Can we talk about this for a second? She's got a rare talent at 'pressing' it."
"How dare you set me up at the beginning of an interview like that?" Hathaway interjected in mock protest. "How dare you!"
"Your mind is going to be blown by this chick," Gyllenhaal continued.
"Wait, he's about to say the smartest thing you've ever heard!" Hathaway countered.
"No, just wait, she's going to say something amazing and you're going to be moved, you're going to cry," Gyllenhaal enthused. "There's going to be something you've never felt before."
The onetime "Brokeback Mountain" co-stars then began talking over each other, spouting off various compliments.
"No, Jake's great. Jake's awesome," Hathaway said as Gyllenhaal echoed the warm fuzzy sentiments.
"She's so talented. She's at the top of her game. Everything about her is so special," he said.
"It's so nice to know that someone really has your back," she said.
"She's so beautiful right now," he said, which got Hathaway's attention.
"Oh, thank you," she said, turning to her co-star. "I think you're just really handsome!"
"Her body is gorgeous in the film," Gyllenhaal continued.
"Well, that's too far," Hathaway said.

Protest march against Irish cuts

The march has been organised as a response to the state's austerity plan Related stories Thousands of people are expected to take to the streets of Dublin for a protest against the Irish Republic's four-year austerity plan. The Irish Congress of Trade Unions (ICTU) has promised a family-friendly march through the city centre. However, police have warned that some groups may be looking to "exploit" the event and could cause trouble. There was violence during a student protest against increased fees in Dublin earlier this month. Irish police commissioner Fachtna Murphy has said he hopes Saturday's march will be dignified and peaceful. However, he said police are prepared for the possibility of trouble. ICTU general secretary David Begg insisted the protest would be good-humoured and very well organised. The march has been organised as a response to the state's austerity plan, which includes proposals to slash the number of public sector jobs and increase taxes in order to save 15bn euros (£12.7bn) over the next four years. Under a bailout plan agreed with the EU and the International Monetary Fund (IMF), the Dublin government has accepted up to 90bn euros (£77bn; $124bn) in loans. In return, the government is to unveil an austerity budget on 7 December. Police clashed with protesters at a student-led march in Dublin earlier this month It suffered a setback with a by-election defeat on Friday which leaves the coalition government with a majority of just two. Mr Begg declined to estimate how many people are expected to attend Saturday's demonstration but a large turn-out is expected. Several union leaders and political figures are expected to speak, and artists including Christy Moore and Frances Black will perform. The officer in charge of policing the event, Chief Superintendent Michael O'Sullivan, said: "While our policing plan is primarily focused on crowd safety, it will also aim to prevent any disruption". Under a plea bargain, the men - two Poles and a Swede - accepted prison terms of between 28 and 32 months. The sign was recovered cut into three pieces three days after its theft in December last year. Of the six million people, mostly Jews, murdered in the Nazi Holocaust, one million were killed at Auschwitz. It is now up to the Polish court to decide whether to accept the deal and sentence the men without trial, an outcome considered likely.The Swedish man, Anders Hoegstroem, is known to have neo-Nazi ties. A spokesman for the prosecutors' office in Krakow said Mr Hoegstroem had admitted his role in the theft. "After having pleaded not guilty during the investigation, Hoegstroem admitted his guilt," prosecutor Robert Parys told AFP news agency. "Under a plea bargain with prosecutors, he accepted a penalty of two years and eight months in prison. He will serve his sentence in Sweden." He was initially thought to be the mastermind of the theft, but Mr Parys said a second Swede, so far unidentified, was behind the offence. "In our investigation we have uncovered evidence indicating the possibility that a Swedish citizen on Sweden's territory might have instigated another Swedish citizen to commit a crime connected with the theft of the Arbeit Macht Frei sign," Mr Parys was quoted as saying by Reuters news agency. The two Poles, identified as Marcin A and Andrzej S, accepted prison terms of 30 months and 28 months respectively. Three other Poles were convicted earlier this year for stealing the sign and are serving sentences ranging from 18-30 months. The theft of the 5m (16ft) wrought-iron sign, which stood above the entrance to the death camp, caused outrage in Poland, Israel and elsewhere. President Karzai has spoken of Afghan "differences and concerns" How hard is it for US-led forces to wage war in Afghanistan if the Afghan commander-in-chief does not like their strategy? That question has been forced onto the agenda after President Hamid Karzai went public with concerns he has long voiced in private. At the Nato summit in Lisbon last week, the Afghan leader told a news conference there were Afghan "differences and concerns." President Obama admitted there were "blunt" conversations. Afghan and Western officials say President Karzai is not opposed to the current presence of 140,000 foreign troops on Afghan soil. But if he had his way, foreign soldiers would not be conducting night raids and living among Afghan villagers trying to win "hearts and minds." It is an issue of sovereignty. "He wants us to fight a war without fighting," complained one Nato official who insisted the strategy was now producing results in "regaining the momentum" against the Taliban. On a recent visit to Kabul, President Karzai told me about his growing "mistrust" over not just the military strategy but the wider international engagement, which is now in its 10th year. “It's not a fundamental problem on the ground. Where the actual fighting is going on, there is very good cooperation between our forces and the Afghan army”William Hague British Foreign Secretary "If am raising questions, what about other Afghans?" he asked. He described himself as having long been among the most pro-Western of Afghans. His recent decision to go public with his objections in a Washington Post interview has put his views squarely at the centre of discussions with his allies - most of all the United States, whose commander, General David Petraeus, is driving the new approaches. The timing of his remarks - just before last week's crucial Nato summit - revived concern about a president often described as erratic. His comments are said to have "unsettled" US General David Petraeus. But a European foreign minister who has been involved in Afghanistan for many years asked: "How else do you make the US sit up and listen?" One Western diplomat cautioned that Mr Karzai had been proven right before. "For years the president expressed concern about Taliban sanctuaries in Pakistan, but we are only addressing this issue now." During talks in Lisbon between the two presidents and their teams, the Afghan leader pointed out he had been saying for at least five years that too many innocent civilians were being killed in night raids. General David Petraeus says progress is being made against the Taliban Sources at the meeting say he even called for a distinction to be drawn between "terrorists" and Taliban - a remark which underlines the president's own ambivalence about whom he considers to be the enemy. But, perhaps mindful of the consequences, he held back at that meeting from taking issue with the overall strategy known as counterinsurgency, or COIN. Where the actual fighting is going on, there is very good cooperation between our forces and the Afghan army," Mr Hague said in an interview in Lisbon.Some senior members of President Karzai's team say they agree with General Petraeus's assessment that significant progress is being made in killing or capturing hundreds of mid-level Taliban commanders, largely through greater reliance on night raids and special forces. "A possibility for real change has been opened up. We must all make sure this momentum is not reversed," says former Finance Minister Ashraf Ghani, now playing a lead role on the President's "transition" team. But one European military expert involved in the Nato mission was more cautious, saying: "There are signs of progress, but we are still not sure if there are signs of sustainability." Most observers say it will not be clear until the spring, when fighting traditionally picks up, if a real blow has been dealt to the insurgency. "If lots of young newly-trained fighters emerge to replace mid-level commanders, then we have a real problem," admitted one Western military advisor.Afghan and Western sources also say there has been little real progress in talks with the Taliban and other armed groups, despite some contacts and conversations. Afghan and Western officials speak with exasperation about "a shopkeeper from Quetta" who recently came to Kabul, with assistance from Nato forces, posing as a senior Taliban commander known as Mullah Mansour. This revelation has now dealt a serious blow to the credibility of the process. For now, President Karzai is trying to reassure his allies he believes in their "comprehensive strategy" - and they are trying to tell him they are listening. His own team is divided between those who play on his fears of Western conspiracies and those who warn him not to jeopardise his relationship with his key US ally. But after nine difficult years in power, the leader long described as "a reluctant commander-in-chief" is now speaking his own mind, whatever the consequences. Judging by the critical response to his new album, My Beautiful Dark Twisted Fantasy, Kanye West's love/hate relationship with the media has had little impact on how they view his music. But while concluding his secret New York concert on Tuesday night, the hip-hop heavyweight spoke out on his public image.
After the encore of his Bowery Ballroom set, West reflected on the his career. "As you know, it's been an extremely hard year for me," he said. "But getting back to music, G.O.O.D. Fridays, and the album ... I never thought I'd say this, I wanna thank the magazines for perfect scores across the board. I always felt like I could do anything, but now I feel so fearless. To do an album after the year that I had and after all the 'Your career is over,' 'Die, n---a, die,' and 'You'll never make music again,' and to come back and do 100,000 the first day, digital alone, to be slated to do 600,000 in the first week. I don't talk about the numbers but what that number says is that people want me to keep making music and for me to not give up."
The Chicago MC then brought up his contentious "Today" show appearance earlier this month. "But I ain't here to make no mother----ing politics," 'Ye said. "I'm here to make music. I'm not here to talk in no mother----ing interviews, nobody ask me no stupid-ass questions. We have such a great win. Matt Lauer is not a bad guy, I'm sure."
Soon after, West went on to another tricky subject, the Taylor Swift VMA incident. "When you do things like what happened last year, it's disrespectful for everyone that's created," he said to roaring applause. "It's a smack in the face to everyone who tries to do something real. If I wasn't drunk, I would have been onstage longer. Am I the only one who's not crazy here?"
Yeezy went on to speak about former President George W. Bush and why he said Bush didn't "care about black people" in the aftermath of Hurricane Katrina.
"Everyone wants to use people and villianize people, even if you take the concept like George Bush," he said. "There is no leader in history that has been a villain in that way that didn't get killed in war or commit suicide, so any man that lives through it, deserves one moment of redemption. Any man! ... Everyone needs a villain, don't we? We need to blame someone at all times. For me to be considered a racist for stating the blatant truth, an obvious truth ... But the nuisances of my words, because I am very particular with my words, and they're an emotion I felt at that time. It wasn't worded exactly right, but everybody came and said ... 'Oh my God, Kanye, I love you so much. I hated you until you said that. Yeah, now you're speaking for me, but now you said something that represents me.' "
Kanye says his Bush callout was misinterpreted, but he rode the media's wave. "And the whole time, I'm thinking in my mind, that's not exactly what I wanted to say, I was emotional. That was not exactly how I wanted to word it. But I rode it. I rode it. Just as Taylor never came to my defense in any interview and rode the wave and rode it and rode it. That's the way that I rode the wave with the Bush comment. It's not about popular opinion."
After experiencing similar backlash from the media, West said he empathized with Bush over the twisting influence of the media, echoing what he'd said during the interview with Matt Lauer.
With another mention of how the "Today" show "f---ed up big time" for playing the VMA incident during his interview, Kanye said that he appreciates and thanks all those that helped him for the better and worse throughout the past year.
"If you're a real artist, have no fear, say what the f--- you want, do what you want and make what you want," he said. "And if it's meant to be, then people will stand up like the people stood up with 600,000 coming off being the most hated person this time last year. ... And on that note, I love you and on my family that came to help me with the album, that came through tonight, flying in on private jets, everything they had to do to get here, everybody in this audience that sat through this whole thing, I know you got to wake up in the morning. Thank you so much. I love you."

'King's Speech' Star Colin Firth Talks Awards-Season Love And 'Dumb Luck'

For the second year in a row, Colin Firth finds himself at the center of awards-season chatter. And after losing out on a best actor Oscar for "A Single Man," the 50-year-old actor has again established himself as one of the frontrunners in that category, thanks to his turn as the stammer-afflicted King George VI on the verge of Britain's entry into World War II in "The King's Speech."
It seems Firth is an actor at the top of his game, but to hear him tell it, it's as much a matter of good fortune as it is great talent.

"It's just dumb luck," he told MTV News at the Toronto film festival in September. "That's all: Just getting a crack at it. Sometimes you just take roles to stay in the game or pay bills and hope the good ones are going to come along.
"I was never in a world of perfect choice, and now I feel like I've had a couple of real plums landing in my hand," he added.
It was at fall film festivals in Toronto and Telluride, Colorado, as critics first began to catch screenings of "King's Speech," that it became clear we'd still be talking about Firth's performance come awards season. He's been faithfully making the publicity rounds ever since, and as he told us when we chatted earlier this month in New York, he's not bored with the experience.
"Funnily enough, I find it easier than many things," he said. "There are so many angles you can approach it from, to do with the way people are reacting to it to the surprises we've had along the way to nuances about the actual history itself. I think this has a lot of mileage in it.
"It's been very gratifying for audiences to have howls of laughter and be open to crying," he continued. "To see that happening in the same film is a triumphant feeling. When you're in Telluride, you can put it down to altitude — one glass of wine amounts to 10. So we had to test it at sea level as well to see if people enjoyed it, and they did."

Round One For CMS Administrator Don Berwick

Don Berwick got a good warm up for confirmation hearings before the Senate Finance Committee and Baucus extends an olive branch. Last week saw the beginning and ending of round one of Dr. Don Berwick?s first formal testimony before the Senate Finance Committee as Administrator of the Centers for Medicare and Medicaid Services. Appointed four months ago in a presidential recess appointment, Republicans have been waiting to get into the ring with him and spar on some of his past statements. By law, Berwick must undergo a confirmation hearing before the end of the lame duck session of Congress. So anxiety and expectations ran high on the part of both Democrats and Republicans over how the first round would go. As the government official who controls more than $800 billion in federal spending annually, many conservatives had indicated that they were ready to pounce on Berwick at the hearing. However, when all was said and done, the CMS Chief arrived on Capitol Hill last Wednesday morning to only some light sparing. Perhaps it was the fact that the time allotted for the hearing was only one hour. Republicans complained that there was insufficient time allocated for a healthy dialogue. In fact, Senator Orin Hatch (R-UT) complained that the hearings were ?pathetic.? Since the Republicans did not grill Berwick, the Democrats did not get defensive ? so, it was a civil discussion. I suspect we?ll see much more debate in the next several rounds that will no doubt resume after the Thanksgiving recess. There were some comments about Berwick?s delay in detailing his personal finances and donations to his previous employer, the Institute for Healthcare Improvement. Berwick had previously pledged to disclose this information but has not yet done so due to ambiguities in the law. Berwick also deflected critiques about the reform package eliminating critical benefits, reminding the Senate that, according to federal calculations, Medicare would have gone bankrupt in a mere six years were it not for the reform. In all, it was a tame hearing compared to the circus antics many had predicted. It was also the Senate Finance Committee and not the House Oversight Committee, where the hearings may not be quite so genteel. The real importance of this hearing was its role as a preview of the 112th Congress. While the Republicans face insurmountable odds in a full-out repeal of healthcare reform, their two most feasible options are to de-fund or modify. Congressional hearings will no doubt be part of the greater de-fund strategy. As presumptive Chair of the powerful House Oversight and Government Reform Committee, Rep. Darrell Issa (R-CA) has pledged to do everything in his power to stop the implementation of healthcare reform by slowing the process of doling out already appropriated funds through time-consuming hearings and testimony. Issa has gone so far as to quip that Berwick ? as well as Health and Human Services Secretary Kathleen Sebelius ? should find permanent parking spots on Capitol Hill, given the frequency they will be called upon to testify before Congress. The combination of the Senate?s extraordinarily civil tone with the Issa declaration of intent to hold hearings early and often means the real hearings are still down the road. So, Don and the members of the Senate Finance Committee should rest up during the Thanksgiving holiday in preparation for the next round. It will indeed be interesting to see how both the Democrats and Republicans react to Don?s testimony in the lame-duck session, although it seems certain some conservatives plan to use the Berwick confirmation as a punching bag for the Obama Administration. As I?ve said before, I support Don. He?s a great leader and visionary in healthcare with an incredibly bright mind. Congress ought to back his nomination. Andrew Garfield Is The Actor We're Most Thankful For In 2010

His Oscar-worthy turn in 'The Social Network,' 'Spider-Man' casting and overall humility have endeared the young actor to MTV News.By Eric Ditzian

He plastered an all-too-human face on the backstabby founding of Facebook in "The Social Network" and just might win an Oscar for his troubles. He healed our broken geeky hearts when he assumed the role of Peter Parker after the "Spider-Man" franchise collapsed unexpectedly in January. And let's not forget his powerful performance as a cloned human desperate to prove he has in a soul in the underrated adaptation of Kazuo Ishiguro's Booker Prize-winning novel "Never Let Me Go."
For all of these reasons — as well as for being such a damn nice fellow — Andrew Garfield is the man MTV News is most thankful for in 2010.
Just don't tell that to him. Humble as ever despite talk of awards-season love and the prospect of taking on one of pop culture's most beloved superheroes, Garfield has trouble accepting the fact that he's deserving of all the hype. A conversation with him veers through talk of insecurities, I-better-not-screw-this-up fears and the self-consciously naive hope that his life isn't about to change forever.
He is, in other words, an utterly charming guy, and we can't wait to see what he brings to the screen in 2011.
MTV: So every year, we look back at the film folks we're truly thankful for, and this year, you're the man we're most thankful for. Congrats!
Andrew Garfield: Wow, that's stupid. That's very, very silly. I guess if I make you feel better about yourselves, that makes sense.
MTV: We're very insecure.
Garfield: No, I'm very insecure! I'm incredibly insecure. That's crazy, but it's very flattering.
MTV: Do you have a speech prepared for the occasion?
Garfield: Yes, I would like to, first and foremost, thank you for inflating my ego. I really only want to thank you.
MTV: It's been quite a year for you, with "Never Let Me Go" and then "Social Network" and then you obviously landed "Spider-Man." Does 2010 feel like a landmark year for you?
Garfield: I feel incredibly lucky that I've had the good fortune to work with people and on projects I care about. From "Never Let Me Go" to "I'm Here," a short film I did with Spike Jonze, to the David Fincher thing, "The Social Network," with all the casts and crews — I don't take that lightly. It's inspiring, and you feed off it. In that way, I'm incredibly happy. And moving on to the next job I'm going to be shooting, being given that responsibility, I see it as a real gift. It's a character — I'm talking about the Spider-person — I've known for my whole life. He's been a presence in my upbringing and a very symbolic figure and force of manhood and bravery and a moral compass. All of those things that have shaped me as a person, he's been very much involved in.
MTV: It seems like maybe you were fairly well known in the U.K., but until recently, not many people in the U.S. knew who you were. How has your day-to-day life changed, if at all?
Garfield: It hasn't changed yet. I say "yet" as if that will happen. Maybe naively, I think my life is going to stay the same in terms of anonymity. I feel it's so important to have a normal life, to be able to walk down a city street and have a normal human experience in order to reflect that in the work. Otherwise, you can't relate. It's so funny how actors are perceived. It's craziness. Even the way I got when I met Doc Brown the other day. What's his name?
MTV: Christopher Lloyd from "Back to the Future"?
Garfield: Yeah, I met Christopher Lloyd. I lost my mind. I turned into a schoolgirl. I started screaming in his face. I went insane. But I guess because his performances had such a profound effect on me, it was like meeting a hero. I personally haven't been on the receiving end of that, thankfully.
MTV: Well, people aren't probably walking around shouting at you, "Hey, Eduardo," your character from "Social Network," but you'll probably be getting a lot of, "Hey, Peter Parker!"
Garfield: Unless they let me play Peter Parker with a disguise so no one sees my face. I'll play him with a beard and mustache.
MTV: Maybe a little "Benjamin Button"-style CGI facial work ...
Garfield: Yeah, they could face-replace me, and then it'll just be my body. People will recognize some other, better actor's face.
MTV: You should bring that up with Sony.
Garfield: You think they'll like it?
MTV: Totally. ... I mean, not a chance. Anyway, has there been a surreal moment from 2010 that kind of encapsulates what a crazy year it's been for you?
Garfield: I did have a strange moment when I was told I was going to play this role. I was like, "Oh, wow, this is something I've wanted to do ever since I was a kid." There was a moment of total boyish excitement. It was this cosmic convergence where I was in the past, present and future all at once. In the future, I was thinking about my nephews that are going to have an uncle who's Spider-Man, but then I thought that could be bad because kids can bully you for any reason, and it's like, "Where's your uncle now when I'm beating the sh-- out of you?" I'll have to go to their school a lot, but by that time I'll be really old and fat and no one will believe I was Spider-Man. Then I was thinking about the past and when I was first shown a "Spider-Man" comic. It inspired me because I was one of those people who felt stronger on the inside than they looked on the outside. And then in the present moment, I was thinking this moment is something I'll never forget.
Thanksgiving is a time for taking stock, expressing gratitude and, most importantly, overeating. Ingmar Guandique had denied killing Ms Levy, 24, whose remains were found in Rock Creek Park in Washington DC more than a year after she disappeared. Mr Condit, once a suspect in the murder case, has always declined to discuss whether or not they had an affair. The jury deliberated for four days before returning guilty verdicts on two counts of first-degree murder. Guandique faces the possibility of life in prison. Scandal Earlier in the trial, prosecutors admitted they had no eyewitness or physical evidence tying Guandique to Ms Levy's murder. Defence lawyers said Guandique, 29, had become a scapegoat for a botched investigation and claimed that his DNA did not match samples found on Ms Levy's clothing. Guandique told cellmates he carried out the killing, prosecutors said But the prosecution presented evidence that Guandique had told prison cellmates he had carried out the killing, and they argued the details of the case matched patterns from other attacks against women for which Guandique had been convicted. Superstar boy bands New Kids on the Block and the Backstreet Boys, who each spent a segment of the '90s causing teen-girl hysteria with their squeaky-clean party jams and baby-faced good looks, are now joining forces for a U.S. tour in June.

On Sunday night (November 21), the country got a taste of what an NKOTBSB show will look like when the nine-member collective closed the 2010 American Music Awards.
Before hitting the AMA stage, the fellas told MTV News that the
collaborative awards-show production mirrors the staging of their upcoming trek.
"It's gonna be exactly what they see on the tour," NKOTB's Jordan Knight said of the show, in which the guys took turns belting pop smashes by both groups. "I think a lot of people, when they hear New Kids are going on tour with the Backstreet Boys, they think we're gonna, like, [face] off; we're gonna be some kind of rivalry. But that's not the case. They're gonna see tonight onstage that it's a collaboration, that we get along ... and you'll see it on our performance."
The amiable rapport among the crew is definitely evident when the guys talk about each band's contribution to pop music. Members of NKOTB and BSB maintain that the groups have a symbiotic relationship: The New Kids paved the way, and the Boys kept the boy-band phenomenon alive.
"In many ways, they contemporize us. They brought us to the forefront," NKOTB's Joey McIntyre explained. "When the Backstreet Boys came out, at first you're like, 'OK, these guys are kinda doing their thing.' To get the credit that somehow we started [the boy-band trend] - which we didn't, 'cause there's New Edition and the Jackson 5 and this tradition's being going on forever - they kinda shed a light on what we did too, and that's nice."
Nick Carter added that the "Larger Than Life" crooners were amped to hit the road with their '90s teen-idol forefathers.
"We appreciate and respect everything that these guys have done for the
music industry, and now it's just great to be together," he said. "I think that's what's awesome."
NKOTB's resident bad boy Danny Wahlberg compared the team-up to a successful partnership straight out of Hollywood.
"It's Rocky and Apollo taking out Mr. T," he quipped, as the fellas laughed.

Extra Funds from Library Building Project Will Help Lower Property Taxes

With construction and remodeling of all Jackson County Libraries completed under budget, the Jackson County Board of Commissioners signed an order today allowing the Jackson County Administrator to transfer the remaining balance from the library construction funds into the library debt service funds. The excess money, approximately $800,000, is moving into debt service funds so the County can reduce the amount of property taxes needed to pay off the related debt. 
"Because of prudent fiscal planning and project management, we are pleased to announce that all libraries have been constructed or remodeled as planned below budget, and the result is lowered taxes for our citizens," said Dennis C.W. Smith, Jackson County Commissioner. "The public voted to improve a community resource in our library system, and put their trust in County government to complete this important task. We are proud to have exceeded expectations in delivering upon that mandate."
The funds being transferred are dedicated funds and cannot be used for library services such as extending library hours, buying more books or adding other library programs.
In 2000, Jackson County residents voted for a $38.9 million bond measure to rebuild 14 library branches. Jackson County officials had spent the two previous years assessing the needs of each branch prior to the bond measure going to voters. The County assessed the size of each branch, types of materials needed, and factored in expected inflation to come up with an accurate estimate of cost per square foot. Jackson County officials worked closely with contractors of each library project to ensure each was completed within budget. In addition, the bonds were refinanced at more favorable interest rates which lowered taxes by $2.1 million over their life.
"It is always Jackson County Government's goal to complete projects on time and on, or under, budget," said Jack Walker, Jackson County Commissioner. "With losses of state and federal funding, we have worked effectively to become more efficient while also offering excellent sustainable services."
"Because of the hard work by the Board of Commissioners, the County Administrator, Budget Committee, staff, contractors, private citizens and the community, we are able to reduce the amount of taxes collected necessary to pay off the bonds. As Commissioners, that is one of our most important accomplishments because it directly benefits our citizens financially during a difficult economic time," said Dave Gilmour, Jackson County Commissioner.
Jackson County has already created a $24 million savings over a five-year span by outsourcing operation of the libraries to Library Systems and Services LLC, and reduced taxes by $4.2 million countywide with the early completion of the Urban Renewal Special Levy.

County Participating in "Sustainable Valley" to Create Family Wage Jobs

In a continuing effort to proactively boost economic development in Southern Oregon, Jackson County Government has been working with a growing network of Rogue Valley business and community leaders on a strategic initiative named "Sustainable Valley," designed to seize the economic development opportunities created by the challenges of sustainability. The program is designed to create important, sustainable family wage traded-sector jobs to make Jackson County's economy more resilient for the benefit of the entire Southern Oregon community.
Working closely with established economic development organizations, Sustainable Valley has identified an opportunity to develop a Sustainable Valley Business Accelerator designed to help innovative, sustainable technology startup companies grow and succeed. Its goal is to accomplish this by providing hands-on support, helping get start-ups ?investment ready,? connecting companies to interested investors, and strengthen the branding of Southern Oregon as an attractive place for all manner of sustainable businesses to launch and grow.
Jackson County Government is proposing an investment of $50,000 toward an initial six-month budget of $180,000 in order to yield the following deliverables:

Legal incorporation of Sustainable Valley as a nonprofit organization.
Selection of an initial site for the Sustainable Valley Accelerator and formal launch of the Accelerator.
Production of a more detailed three-year business and financial plan.
Securing of initial startup funding or funding commitments of at least $500,000 for operations and investment purposes. These funds will come from a mix of local, state, federal and private funding sources.
Jackson County and Southern Oregon have proven to be a good home for sustainable product and technology businesses including Amy's Kitchen, Barefoot Motors, Brammo, Upwind Solutions, Sky Research, MotorcycleUSA, Rogue Valley Micro Devices, Plexis Healthcare Systems and many others. Among the reasons these companies have been successful are a central location between the metro areas of Seattle/Portland and the San Francisco Bay Area with ideal logistics on the I-5 corridor, an available and technically educated workforce, access to existing supply chain, quality institutions of higher learning for partnering opportunities, cultural resources, quality of life, a low cost of doing business, and an airport for handling future growth.
"The success of the Accelerator and broader Sustainable Valley vision will diversify our economic base which provides for less volatility and enables better planning for community, government, and education. The success of this initiative will provide our region with a more recognized brand name," said Danny Jordan, Jackson County Administrator.
Mark VonHolle, VP of S&B James Construction Management, SOREDI Board President and The Chamber of Medford/Jackson County Board Member, who initiated the ?Sustainable Valley? economic development initiative, stated: ?The last of 40 sawmills in this region closed in 2009, and the loss of those good family wage traded sector jobs has led Jackson County to be in the bottom three percent for the lowest wages in the U.S. for counties with populations of 75,000 or higher. In addition, the Mail Tribune recently reported nearly one in four citizens in Jackson and Josephine counties are now on food assistance. This is totally unacceptable. We can and must do better!?
"As Sustainability is the new environmental, social, technologic and economic reality of our times, rebranding our region as 'Sustainable Valley' is an idea whose time has come. We can't compromise our airshed and we won't allow the values and culture to be compromised that make Southern Oregon such a great place to live, raise a family and do business. This is a strategic initiative to create meaningful, sustainable, technology-based family wage jobs in order to make our economy more resilient and our community more prosperous," said Dave Gilmour, Jackson County Commissioner. 
"This developing strategy has the power to transform our regional economy and provide a pro-active solution to many of the corresponding economic challenges our community and state are facing. The economic multiplier associated with a strong foundation of family wage traded-sector jobs will provide increased opportunities and benefits for all of the other businesses in our community," said Jack Walker, Jackson County Commissioner.
"Creative business leadership will be required to accomplish more efficient use of energy, water and materials, 'green' building products, transportation systems and more sustainably grown food. Companies that provide this leadership can do very well and create excellent jobs for our community. We want to make sure some of those companies are rooted right here," said Dennis C.W. Smith, Jackson County Commissioner.
Sustainable Valley is a public-private partnership to help the local region seize opportunities created by sustainability. The volunteer advisory committee includes business and community leaders. The group plans to organize as a nonprofit charity and establish a for profit Sustainable Valley Business Accelerator to help get targeted companies ready for investment and growth.  Business Oregon, The City of Medford, Asante Health System, Lithia Motors and Medford Fabrication are also investing in this initiative with Jackson County.

By now, you are probably aware that 30 Seconds To Mars' upcoming "Hurricane" video will be "very sexual," violent, free of shirts and a "surrealistic nightmare dream-fantasy."
But, chances are you did not know it may also wind up being 20 minutes long. This, according to 30STM frontman Jared Leto, who broke that tidbit to MTV News during rehearsals for Sunday's MTV Europe Music Awards in Madrid.

Not only did Leto appear to be telling the truth, but he also sounded tired enough to back the claim up.
"We're working really hard and it's a very ambitious project," Leto said. "It's very long right now. It's clocking in at about 20 minutes, so we're just editing, editing. I literally brought the editors here to Spain, and they're at the hotel working right now."
Leto added that, at this point, he's spending basically every waking minute working on completion of the video, but even with a team of editors working on it full-time, "Hurricane" is still proving difficult to tame.
"I am [working on it] with [the editors] ... I couldn't do it alone, it's far too big," he said. "And I have the help of a great team. They flew here at the last minute and they're at the hotel waiting for me to finish up here to get back to the edit."
Before he headed off to rehearse with his band, we asked Leto if Kanye West — who appears on the song and subsequently joined 30STM during their EMA performance — would make an appearance in the "Hurricane" video too. And, much like everything involving the clip, Leto let it be known that a Kanye cameo is still very much a work in progress.
"Ah man, you never know."

President Obama is in Indonesia on the second leg of his Asian tour US President Barack Obama has criticised Israeli plans to build some 1,300 settler homes in East Jerusalem. Speaking in Indonesia, he said neither the Israelis nor the Palestinians were making the extra effort needed for a breakthrough in stalled peace talks. The chief Palestinian negotiator has urged the international community to recognise a Palestinian state in response to Israel's latest plans. The row over settlements has caused the re-launched peace talks to break down. The Palestinians are refusing to go back to the negotiations without a stop to settlement building on the territory they want as their future state. Constructing settlements on occupied Palestinian land is illegal under international law, but Israel disputes this. Palestinian leader Mahmoud Abbas has previously floated the idea of going to the United Nations to declare statehood as one option if peace talks collapse, but only after seeking support from Washington.Speaking in the Indonesian capital, Jakarta, President Obama said Israeli settlement building was "never helpful when it comes to peace negotiations". The start of construction in Har Homa in the late 1990s caused a major conflict with the US "I'm concerned that we're not seeing each side make the extra effort involved to get a breakthrough that could finally create a framework for a secure Israel living side by side in peace with a sovereign Palestine," he added.
