Extra Funds from Library Building Project Will Help Lower Property Taxes

With construction and remodeling of all Jackson County Libraries completed under budget, the Jackson County Board of Commissioners signed an order today allowing the Jackson County Administrator to transfer the remaining balance from the library construction funds into the library debt service funds. The excess money, approximately $800,000, is moving into debt service funds so the County can reduce the amount of property taxes needed to pay off the related debt.
"Because of prudent fiscal planning and project management, we are pleased to announce that all libraries have been constructed or remodeled as planned below budget, and the result is lowered taxes for our citizens," said Dennis C.W. Smith, Jackson County Commissioner. "The public voted to improve a community resource in our library system, and put their trust in County government to complete this important task. We are proud to have exceeded expectations in delivering upon that mandate."
The funds being transferred are dedicated funds and cannot be used for library services such as extending library hours, buying more books or adding other library programs.
In 2000, Jackson County residents voted for a $38.9 million bond measure to rebuild 14 library branches. Jackson County officials had spent the two previous years assessing the needs of each branch prior to the bond measure going to voters. The County assessed the size of each branch, types of materials needed, and factored in expected inflation to come up with an accurate estimate of cost per square foot. Jackson County officials worked closely with contractors of each library project to ensure each was completed within budget. In addition, the bonds were refinanced at more favorable interest rates which lowered taxes by $2.1 million over their life.
"It is always Jackson County Government's goal to complete projects on time and on, or under, budget," said Jack Walker, Jackson County Commissioner. "With losses of state and federal funding, we have worked effectively to become more efficient while also offering excellent sustainable services."
"Because of the hard work by the Board of Commissioners, the County Administrator, Budget Committee, staff, contractors, private citizens and the community, we are able to reduce the amount of taxes collected necessary to pay off the bonds. As Commissioners, that is one of our most important accomplishments because it directly benefits our citizens financially during a difficult economic time," said Dave Gilmour, Jackson County Commissioner.
Jackson County has already created a $24 million savings over a five-year span by outsourcing operation of the libraries to Library Systems and Services LLC, and reduced taxes by $4.2 million countywide with the early completion of the Urban Renewal Special Levy.

What sustainability means to your company?s products: Part 2

This is the second post of Josh’s 3 part blog series on What sustainability means to your company. View Part 1.
Last week I defined sustainability based on discussions from the #DellCAP meeting.  Now I’d like to continue discussing how to create a holistic view of sustainability through this fictional example:
Lets take the cost of a mobile app.  At face value, you might assume a mobile app costs 99 cents.  But actually it costs much more.  To understand why, examine the full chain of environmental impact across a fictional phone company, PhoneCom.
There are three places to look for sustainability improvements in any business:

Upstream: suppliers
The company
Downstream: customers and their behaviors

Let’s follow the example through these three lenses.
First, look at the upstream picture:
While PhoneCom doesn’t directly consume much water, the factories which manufacture the plastic and metal components tend to use quite a bit during their processes. The factories that assemble the phones also have to ensure their labor practices are ethical.  PhoneCom doesn’t use much oil directly, but when their product supply moves over the ocean in a freighter to their distribution hub, that freighter uses quite a bit of oil.
Next, look at PhoneCom:
PhoneCom’s operations are largely a sales force, datacenter operations and a support team. The sales group is large and many of the salespeople travel around the globe.  Here PhoneCom can look at changing travel habits through a different territory arrangement among salespeople.  For the support team, why not let them work from home 2 days a week, reducing the gasoline consumption required for the daily commute.  Datacenters can be changed to start using open-air cooling.
Last, look at the customers:
When PhoneCom’s customers purchase their phones, a new part of the cycle begins.  The most obvious impact of selling millions of phones a year is the power these phones consume as they charge their batteries.  But what about the recycling of the old phone?  And what happens when the customer starts using twitter and video streaming?  The net power consumption goes up, and the datacenters running the infrastructure start using more power.  You could even go far to say that app selection could have a huge impact on the power consumed by using the device.
That’s a big footprint
The footprint of a little mobile phone is huge: water for plastic production, labor practices for assembly, oil for transportation of products, oil for shuffling salespeople and support staff, datacenter efficiency to transmit your data, electricity to charge the phone, electricity to power all of those apps, and the recycling requirements of the retired phone.
Next time: How this will affect your business
Now that sustainability and where it lives in the value chain has been defined, the final piece of the puzzle is linking directives to business drivers.  In my next post, I’ll discuss how this could impact your business and how to drive the changes your customers will require over the next five years.
You can follow Josh on twitter.

Pret-a-protest

The ever-expanding range of revolution-themed merchandise Egypt's revolution is having a big impact on popular culture - but do new songs, ads and t-shirts keep its spirit alive or trivialise it, asks the BBC's Yolande Knell. During the heady days of anti-government protests, a red, white and black Egyptian flag was predictably the must-have accessory. Now, though, you can show your commitment to the revolution with a range of headwear and bags in the national colours. Matching headbands and wristbands are also very much in fashion this Arab spring. "When you want to go all the way, you can have the button, ribbon, bandana and the flag and t-shirts," says Tamer, who wears a cap with a "25 January" legend. "Your whole attire can be in the colours of the Egyptian flag." "I've been buying car bumper stickers," says Dina. "It's just for fun, for encouraging sales, for encouraging the revolution." Waleed Mohammad has created a t-shirt stall on the railings in Tahrir Square. An informal market has sprung up on the pavements around Cairo's Tahrir Square. While the economy is down, the memorabilia business is booming. "I left my shop in Khan el-Khalili market because there are no tourists coming and I need to make money," says Waleed Mohammad, a t-shirt vendor. "People like this shirt - it says, '25 January: I am free.'" However, some offerings intended as tributes to the protesters who died in the uprising verge on bad taste. "At some point the revolution has been made into something trivial or not respected," says blogger Wael Abbas. "There was this guy selling pictures of the martyrs and yelling: 'Martyrs, martyrs: get your martyrs for two pounds.' The sound of it shocked me."For many Egyptians, though, the revolutionary anthems are more appealing. “Now I can say everything that I wanted without any fear”Karim Abdul Rahman Rapper One song, Sout al-Hurriya (Voice of freedom), filmed during the demonstrations in Tahrir Square by a group of musician friends, has almost become its theme tune. "On every street in my country, the voice of freedom is calling," goes the chorus. "We were trying to be a kind of underground media to oppose state TV because they were saying a lot of bad stuff about the protesters," says singer and producer Hany Adel. "We wanted to show our country what kind of people were really in the square." Drawings from the latest Tok Tok magazine take a comic look at Cairo street life under military rule. The song quickly became an internet hit but in a strange twist of fate, with reforms to official media, it is now being shown regularly on state television. "It became famous because it's sung from the heart," says Hany. Rapper Karim Abdul Rahman shot a music video on 28 January to accompany his song calling for revolution, which had previously been banned. "I wanted the lyrics to motivate people," he says. "Now I can say everything that I wanted without any fear. It's the same for all media, for rap and songs and movies. We have talented artists of all kinds."In a high-ceilinged studio in downtown Cairo, cartoonist Mohamad Shennawy relishes breaking old barriers with his new work. "There's a huge difference between before and now," Shennawy says. "We are freely drawing Mubarak, corrupt businessmen and state security. All these icons you couldn't draw before, now we can draw them freely." US Senator John Kerry gets his hands on a revolution t-shirt in Tahrir Square last month The cover of the latest edition of the comic magazine, TokTok, which Shennawy produces with fellow artists, shows a small figure armed with a Facebook sign defeating the power sources of the former government. "There was a lot of inspiration in the revolution: the humour of Egyptians, their courage breaking taboos and the corruption stories," Shennawy says. As Egyptians face tough times politically, socially and financially, pop culture lifts spirits, provides light relief and promotes patriotism. Unsurprisingly, advertisers have been quick to get in on the act. Billboards across central Cairo, sponsored by construction and telecommunication firms, use revolutionary images and slogans such as "Let's build Egypt," or the computer command, "Restart". Even boxes of tomatoes come with a 25 January logo. There is some hypocrisy involved. Like certain celebrities, many big businesses had close relationships with the former government and did not support the revolution at first. But it is key to its ultimate success that everyone now buys into the brand. This article is from the BBC News website. British Broadcasting Corporation, The BBC is not responsible for the content of external internet sites.

PowerDVD 8.2 DX doesn't play blu-ray

I have updated the Dell XPS 435T Blu-ray BH20N firmware for my Hitachi BD drive to the latest as of Sep 2009 (C104) however I still CAN NOT play a blu-ray disc. I can play a SD DVD though within PowerDVD DX. The exact release is 8.2.5408. I've tried Bourne Ultimatum and Reservoir Dogs but PowerDVD DX does nothing but spin it's progress banner wheel.  This is the release of cyberlink powerdvd software that came shipped on DVD with the system.
I have noticed that another poster was given 8.1 software by a dell rep which worked but I believe that was a dated post. Any advice is appreciated based on today's latest and greatest - if any different.Samsung eavesdropping Cool best spy best spying utility yes spying counts

Libya tribes 'may tackle Misrata'

Fighting in Misrata has claimed hundreds of lives with no sign of a breakthrough for either side Tribes loyal to Libyan leader Muammar Gaddafi have said that if the army cannot drive rebels from the besieged port city of Misrata, they will, a senior official says. Deputy Foreign Minister Khaled Kaim said the army had tried to keep civilian casualties low but the tribes would not show the same restraint. Col Gaddafi's forces have been pounding Misrata for weeks. Meanwhile, Nato forces carried out more air strikes on the capital, Tripoli. Correspondents reported hearing loud explosions early on Saturday in the area of Col Gaddafi's compound. A Libyan government spokesman in Tripoli told the BBC that a car park close to the Bab al-Aziziyah compound had been hit. Aid organisations say Misrata - the main rebel-held area in western Libya - faces a humanitarian crisis after weeks of fighting. Human rights groups say more than 1,000 people there have died. The BBC's Jeremy Bowen in Tripoli says the government has previously used the prospect of tribal civil war in Libya as a threat against rebel leaders and Nato intervention. He says the regime is feeling increasingly isolated and is hoping for some kind of a diplomatic solution. The ultimatum came in a meeting between tribal leaders and the military in the area of Misrata still controlled by the government, Mr Kaim said. He said the tribes were angry that people's lives had been disrupted by weeks of fighting that had cut the main coastal road and stopped trade in the city. Tribal leaders say the seaport is for all Libyans and not just the rebels, Mr Kaim said.In normal times Misrata is a major commercial centre and its port is second only to Tripoli. "Now there is an ultimatum before the Libyan army. If they can't resolve the problem in Misrata then the people from the region... will move in," he told reporters. He said the tribes would first try to persuade the rebels to lay down their arms, but if that failed they would move in. The army would stay where it was, he added. "The tactic of the army is to have a surgical solution but with the (Nato) air strikes it doesn't work," Mr Kaim said. A fourth evacuation ship chartered by the International Organisation for Migration is on its way to rescue stranded migrant workers and wounded civilians from the besieged city. Earlier, the most senior US soldier, Adm Mike Mullen, said the war in Libya was "moving towards stalemate", even though US and Nato air strikes have destroyed 30-40% of Libya's ground forces. The US has authorised the use of armed, unmanned Predator drones over Libya to give "precision capabilities". Samsung returns Apple legal fire

Samsung's Galaxy tablet has so far been the top challenger to Apple's iPad Related Stories Samsung Electronics is suing Apple, claiming its rival violated its patent rights, days after Apple accused Samsung of "slavishly" copying designs of its iPad and iPhone. The patent lawsuits, filed in South Korea, Japan and Germany, involve infringement of up to five patents, Samsung said in a statement. Apple filed a lawsuit against Samsung last Friday for violating its patents. It is the latest patent dispute in an increasingly competitive industry."Samsung is responding actively to the legal action taken against us in order to protect our intellectual property," the statement said. South Korea's Samsung is one of the fastest-growing smartphone makers in the telecommunications industry. Its Galaxy line of smartphones and tablet computers, which use Google's Android operating system, have emerged as the top competitors so far to Apple's iPhone and iPad. However, Samsung is also one of Apple's main suppliers of components such as chips and LCD displays. The legal battle could therefore hurt the earnings of both companies as strong sales of Apple's iPhone and iPad mean added revenue for Samsung. This article is from the BBC News website. British Broadcasting Corporation, The BBC is not responsible for the content of external internet sites.

Patent Watch: "StunRay" Disables with a Flash of Light

Incapacitating light beam: The suspect is going for his gun, and the police officer doesn’t want to shoot. The founders of a company called Genesis Illumination hope police officers will soon be reaching for a StunRay instead of a gun or Taser. They claim their newly patented device can render an assailant helpless with a brief flash of high-intensity light. It works by overloading the neural networks connected to the retina, saturating the target’s world in a blinding pool of white light. “It’s the inverse of blindness--the technical term is a loss of contrast sensitivity,” says Todd Eisenberg, the engineer who invented the device. “The typical response is for the person to freeze. Law enforcement can easily walk up and apprehend [the suspect].”The device consists of a 75-watt lamp, combined with optics that collect and focus the visible light into a targeted beam, which can be aimed like a flashlight. Recovery time ranges from “seconds to 20 minutes,” Eisenberg says. “It’s very analogous to walking from a very bright room into a very dark room.” [More]

'Dark Knight Rises' Adds Joseph Gordon-Levitt, Marion Cotillard

Actors rejoin 'Inception' director Christopher Nolan for 'Batman' film.By Kara Warner

Marion Cotillard and Joseph Gordon-Levitt

After months of rumors and speculation, "The Dark Knight Rises" has officially named two more members to its already-impressive cast: Joseph Gordon-Levitt and Marion Cotillard. Both actors have long been assumed to have joined Christopher Nolan's third highly anticipated "Batman" film, but were not confirmed in an official capacity.
According to the announcement from Warner Bros., Gordon-Levitt will play John Blake, a Gotham City beat cop assigned to special duty under the command of Commissioner Gordon. Cotillard will appear as Miranda Tate, a Wayne Enterprises board member eager to help a still-grieving Bruce Wayne resume his father's philanthropic endeavors for Gotham.
Curiously enough, both characters are brand-new to the world of the Caped Crusader: They did not appear in the DC comic upon which the film and character are based.
Nolan, who worked with Gordon-Levitt and Cotillard on last summer's blockbuster "Inception," said about the film's new additions, "When you collaborate with people as talented as Marion and Joe, it comes as no surprise that you would want to repeat the experience. I immediately thought of them for the roles of Miranda and Blake, and I am looking forward to working with both of them again."

Freedom and Anonymity: Keeping the Internet Open

It’s starting to get weird out there. When WikiLeaks released classified U.S. government documents in December, it sparked several rounds of online conflict. WikiLeaks became the target of denial-of-service attacks and lost the support of its hosting and payment providers, which inspired sympathizers to counterattack, briefly bringing down the sites of MasterCard and a few other companies. Sites related to the hackers were then attacked, and mirror sites sprang up claiming to host copies of the WikiLeaks documents--although some were said to carry viruses ready to take over the machines of those who downloaded the copies, for who knows what end. Months before, an FBI official said disruption of the Internet was the greatest active risk to the U.S. “other than a weapon of mass destruction or a bomb in one of our major cities.”Attacks on Internet sites and infrastructure, and the compromise of secure information, pose a particularly tricky problem because it is usually impossible to trace an attack back to its instigator. This “attribution problem” is so troublesome that some law-enforcement experts have called for a wholesale reworking of Internet architecture and protocols, such that every packet of data is engraved with the identity of its source. The idea is to make punishment, and therefore deterrence, possible. Unfortunately, such a reworking would also threaten what makes the Internet special, both technologically and socially. Algerian leader promises reform

The speech was long awaited Related Stories Algerian President Abdelaziz Bouteflika, who has been in power for 12 years, has promised to amend the constitution to "strengthen democracy". Delivering a long-awaited speech on state TV, he said a constitutional commission would be created to draw up the necessary amendments. It was his first address to the nation in three months. Unrest broke out in January with strikes, marches and rioting echoing protests elsewhere in the Arab world. Under pressure to amend the constitution and limit presidential terms, the 74-year-old leader lifted the country's state of emergency in February, after 19 years. However, the trigger for the unrest appears to be mainly economic, especially sharp increases in the price of food. "To crown the institutional edifice with the aim of strengthening democracy, it is important to introduce the necessary amendments to the constitution," Mr Bouteflika said in his speech. "Active political currents" would join constitutional law experts in drawing up the amendments, he said. In addition, electoral law would be "revised in depth", with the participation of "the political parties, whether present [in parliament] or not". The current constitution, adopted in 1996, was introduced to strengthen presidential law and ban religion-based parties following Algeria's murderous war between the military and Islamist militants, in which some 150,000 people were killed. Burkina Faso government dismissed

Analysts say President Blaise Compaore's grip on the army appears to be slipping Related Stories Burkina Faso's president has dissolved his government after members of his presidential guard went on an overnight rampage in the capital Ouagadougou. Blaise Compaore named a new army chief and fired the head of his presidential guard after the unrest - apparently in protest against unpaid allowances. Mr Compaore, in power since 1987, had sought to calm soldiers earlier this month after similar complaints. Burkina Faso has been affected by the turmoil in neighbouring Ivory Coast. The World Bank warned on Thursday that the Ivorian conflict had disrupted supplies and also pushed up prices for processed foods such as dried milk, sugar and vegetable oil in Burkina Faso and other landlocked countries in the region such as Mali and Niger. The dissolution of government was announced in a statement broadcast on national radio said. "The secretary generals of ministerial departments will ensure the execution of current business," it said. Mr Compaore had briefly fled the capital during a reported mutiny by his personal guard overnight. Gunfire was reported in the presidential compound and nearby barracks after demonstrators marched through the capital and other towns on Thursday, angered by rising food prices and alleged human rights abuses. Unrest among soldiers in the capital quickly spread to other barracks and firing went on until just before dawn, says the BBC's Mathieu Bonkoungou in Ouagadougou. Residents were said to be so scared by the shootings that many stayed in their homes throughout Friday. Mr Compaore has ruled the country since taking power in a coup from his friend Thomas Sankara 23 years ago. He has since won four presidential elections, the latest in November 2010. But analysts say his grip on the army appears to be slipping. Earlier this year, students protested in several cities against the death in detention of a young man. Government buildings were torched and six students were killed. In March, soldiers went on the rampage and managed to free a number of colleagues arrested for rape. Profits fall at Bank of America

Earnings at America's largest bank have disappointed investors Bank of America Merrill Lynch has reported a 38% decline in profits for the first three months of the 2010 compared with the same period in 2010. The US's largest bank reported lower-than-expected profits of $2bn (£1.23bn) compared with $3.2bn in the same period last year. The bank had made a net loss of $1.2bn in the final quarter of 2010. The bank continued to struggle with residential mortgages, losing $2.39bn as debts were not repaid. High unemployment and falling property prices in the US has seen many US households falling behind on their mortgages. Analysts were disappointed by the figures which came after unexpectedly good results from rival JP Morgan. "I think the reason seems to be Bank of America is struggling with the mortgage mess and cleaning up what is going on there," said David Morrison a market strategist at GFT Global Markets. The bank announced that Bruce Thompson, its chief risk officer, will also become chief financial officer in July. Chuck Noski, the current CFO, will become vice chairman of Bank of America. Mortgage losses were one of the main causes of the financial crisis in 2008 which saw Bank of America merge with investment bank Merryl Lynch. Heavy losses in the merged unit forced the bank to rely heavily on Federal funds through the Troubled Asset Relief Program. This article is from the BBC News website. British Broadcasting Corporation, The BBC is not responsible for the content of external internet sites.

Jennifer Lawrence Addresses 'Hunger Games' Backlash

'I'm a massive fan too, so I get it,' she tells Teen Vogue of response to her casting.By Jocelyn Vena

Jennifer Lawrence

Photo: Getty

When news broke that Jennifer Lawrence had nabbed the coveted lead role in "Hunger Games," some fans of the book series thought the Oscar nominee might not be the right choice to play Katniss Everdeen.
No one was more aware of the uncertainty than Lawrence herself. "The cool thing about Katniss is that every fan has such a personal relationship with her, and they understand and know her in a singular way," she told Teen Vogue. "I'm a massive fan too, so I get it."
The casting of Josh Hutcherson and Liam Hemsworth as her two love interests was met with equal doubt from the "Hunger Games" fans. But the film's director, Gary Ross, is standing by his choice to have Lawrence play the film's heroine. It was "the easiest casting decision I've ever made in my life," he said in the issue. "I never thought we'd find somebody this perfect for the role."
The movie is based on the beloved Suzanne Collins novels, and the books' fanbase is just as fervent as "Twilight" supporters. The bottom line for Lawrence is that she feels lucky to have been plucked from the laundry list of contenders for the role.
"She's incredibly powerful, brave and tough — and yet she has a tenderness and complexity," Lawrence said of the character. "It was very humbling hearing that Suzanne and Gary feel that I embody those traits."
The film is a dark look at an apocalyptic society where children are forced to fight to the death. Lawrence, who has starred in equally dark flicks like "Winter's Bone," joked, "I want people to say, 'I'm in a really bad mood, let's go see a Jennifer Lawrence movie.' "
Check out everything we've got on "Hunger Games."

'Dozens injured' in Syrian port

Baniyas has been under lock down since the weekend Dozens of people have been injured in clashes with security forces in the Syrian port of Baniyas, where 13 people were killed on Saturday, residents say. One area is surrounded by army vehicles and gunfire is ongoing, they say. Rights groups say hundreds of people have been arrested, including several students who took part in a rare rally at Damascus University on Monday. About 200 people have died in weeks of protests against repression by President Bashar al-Assad's government. The unrest is seen as the biggest challenge to the president, whose recent promise to introduce reforms has failed to stop street protests. For the first time on Monday, around 500 students staged a demonstration at Damascus University, calling for greater political freedom. There was a rare show of defiance at Damascus University There were reports that some students were arrested, although this cannot be confirmed. It was a daring step by the students, as the university is tightly controlled by security personnel affiliated to the ruling Baath Party, says the BBC's Lina Sinjab in the capital. Students loyal to President Assad staged a counter-demonstration at the campus, chanting pro-government slogans. In the coastal city of Baniyas, meanwhile, another 22 people were arrested on Monday, as funerals were held for the four people who died when security forces opened fire on protesters over the weekend. “Syria's leaders talk about political reform, but they meet their people's legitimate demands for reform with bullets”Sarah Leah Whitson Human Rights Watch The government said nine soldiers died in the clashes and another 18 were injured in Saturday's clashes. Parts of the city remain under lockdown on Tuesday, residents have told the BBC. One witness says the village of Bayda is surrounded by army vehicles. He says dozens of people have been injured in clashes with security forces, and that soldiers are preventing ambulances from getting into the town. Earlier on Tuesday, Human Rights Watch (HRW) accused Syrian security forces of preventing medics from reaching wounded protesters when clashes erupted at anti-government demonstrations last week. The US-based Human Rights Watch said troops had blocked access to medical treatment last week in the southern town of Deraa, the centre of a wave of protests against President Assad, and Harasta, near Damascus. "To deprive wounded people of critical and perhaps life-saving medical treatment is both inhumane and illegal," said Sarah Leah Whitson, HRW's Middle East director. It said a total of 28 people were killed on Friday when security forces fired on protesters in Deraa, Harasta and Douma, a suburb of Damascus. "Syria's leaders talk about political reform, but they meet their people's legitimate demands for reform with bullets," said Ms Whitson. Meanwhile, hundreds of arrests were taking place across the country, according to human rights groups. Fayez Sara, 61, a well known Syrian writer and journalist, was arrested on Monday, said Abdul-Karim Rihawi of the Syrian Human Rights League. Mr Sara was the third opposition figure arrested since Sunday, he added. Others rounded up by security forces include bloggers, activists and young opposition supporters. Human Rights Watch says there are reports of severe beatings and torture taking place inside prisons. About 200 people in Syria have been killed in mass demonstrations, which first erupted in March in the southern city of Deraa. The protests then spread across Syria despite Mr Assad's attempts to defuse tensions by offering "to study" whether to end to the decades-old emergency law and to appease minority Kurds by offering them citizenship. Demonstrators are calling for greater political rights, personal freedoms, and an end to Assad's rule.Send your pictures and videos to yourpics@bbc.co.uk or text them to 61124 (UK) or +44 7725 100 100 (International). Social media for science: The geologic perspective

Last week, I spent a pleasant hour over lunch talking to my 60-year-old aunt and her 80-something husband about "this Twitter thing" and how one defines a blog. They had heard that social media had played a role in the protests in Egypt and wanted to learn more. Good students, they nodded and asked questions as I showed them the screens and tools on my computer in a restaurant chosen mostly because it had wi-fi.The nice thing about working with them is that there was no skepticism, just open interest. Contrast that to discussions I have had about social media with many professionals, whose attitude toward social media fall mainly into one of three categories: (1) skeptics and naysayers; (2) those who simply can't understand it and don't want to (or are afraid to) take the time to learn about it and/or invest in it; and (3) those with the "if it ain't broke, don't fix it" mentality. Brazilian fears

Demand for Brazil's natural resources has been growing in China China's hunger for raw materials and commodities is boosting Brazilian exports, while cheaper consumer goods coming from Asia is opening new horizons for Brazil's growing middle class. China became Brazil's largest trading partner in 2009, overtaking the United States which had held the position since the 1930s. And the trade keeps growing. Last year, the flow of commerce between Brazil and China reached $56bn, a growth of 52% from 2009. "It's undeniable that trade with China was essential for Brazil to balance it's accounts and accumulate financial reserves through it's exports," says the executive director of Brazil's National Confederation of Industries (CNI), José Augusto Fernandes. However, despite a $5bn surplus, not all Brazilians are totally happy with this commercial relationship. In the United States, Brazilian industrialists complain that competition against China's undervalued currency and low costs is next to impossible to deal with, and is seriously harming the local industry. Earlier this year, the powerful Federation of Industries of São Paulo (Fiesp) released research saying that the increase in the imports of consumer goods prevented the creation of 46,000 jobs in Brazil last year. “We have deficient infra-structure, an inefficient tax-system and high labour costs. Independently from what China is doing, producing in Brazil is very expensive”José Augusto Fernandes National Confederation of Industries Economic data shows that the share of the manufacturing sector in Brazil's GDP fell from a peak of 27% in the late 1980's to 15% now. "There's a clear processes of deindustrialisation happening in Brazil," says professor Gilmar Masiero, from the School of Business and Economy, at the University of São Paulo. "It's expected that in developed economies the services sector takes space from the industries, as it has happened in Europe, but here in Brazil we are at an early stage of our development for this to happen." Mr Masiero says that even though China has taken over the US as Brazil's main trading partner, Brazilian commerce with north Americans remains more balanced. "Of course they also buy commodities from Brazil. We also have a two-way trade in manufactured products which is good for the Brazilian economy." Ahead of Brazilian President Dilma Rousseff's visit to China, a group of 300 business people, organized by CNI, travelled to the country to try and find new opportunities of increasing Brazilian industrial exports to the Chinese market. "We see interesting opportunities for processed food but I don't really think there is any chance of a fundamental change in the trade between Brazil and China. We will remain basically a source of commodities for the Chinese," says Mr Masiero Brazilian businesses say it is difficult for them to compete with China's low-cost manufacturing The Brazilian government has shown that it is worried about this matter. It issued anti-dumping measures against China last week, just days ahead of Ms Rousseff's trip. Brazil imposed a new tariff of $4 per kilo of Chinese synthetic fibres, which already has a 26% import tax. However, Mrs Rousseff's government has been very careful in addressing these issues. China has become an essential partner for Brazil, and nobody here wants to upset the Asian giant. And even though industry complains about China, many here also feel that Brazilians are partially to blame for the country's inability to compete. "We have deficient infra-structure, an inefficient tax-system and high labour costs. Independently from what China is doing, producing in Brazil is very expensive," says Mr Fernandes. When it comes to the Lonely Island, the comedy trio whose "Saturday Night Live" digital shorts like "Lazy Sunday," "I'm on a Boat" and "Jizz in My Pants" have become immense viral sensations, it's best to expect the unexpected.
MTV News got a hold of the Lonely Island — comprised of Andy Samberg, Akiva Schaffer and Jorma Taccone — at the Comedy Awards, where they performed their Akon collaboration "I Just Had Sex," but it didn't take long for the group to take ahold of our interview.

Our own Josh Horowitz attempted to ask the funnymen about their upcoming album Turtleneck & Chain, which drops May 10, but they decided to interview one another instead.
Schaffer asked, to neither of his musical/comedy partners in particular: "Any guest stars we should know about?" To which Samberg dutifully responded, "I don't know, you ever heard of Justin Timberlake or, like, Rihanna? You ever heard of her? ... Do you know a guy named Akon? 'Cause we do!" Upon hearing that, Schaffer shot back, "Wow, I'm sold. Thank you."
Fans are most certainly familiar with Timberlake, who has appeared on a number of popular Lonely Island tracks, including "Di-- in a Box" and "Motherlover," the latter of which will appear on Turtleneck & Chain.
Another track on the sophomore album fans have already become familiar with is their dance-along number with Nicki Minaj called "The Creep," which debuted during the January 29 episode of "SNL."
"She's great," Samberg said of Minaj. "She's a little weirdo." Schaffer agreed: "As soon as we saw she existed, we were like, 'We have to do something with her!' "
But that wasn't all that drew the three men to the eccentric rapper, as Samberg joked, "We share a lot of attributes with her, 'cause it's like lots of great rapping ability, super-bangin' bods, really intense sense of style, nice smelling ... did I say bangin' bods?"
Will you be buying the Lonely Island's new record? Let us know in the comments!
Don't miss the Comedy Awards at 8 p.m. Sunday night on Comedy Central, VH1, Spike TV, Logo, CMT, TVLand and online at TheComedyAwards.com.

Cell phone emissions change brain metabolism

Cell phones have not been convincingly linked to brain cancer , but that doesn't mean that their associated radiation has no effect on our bodies. A new study shows that these pervasive devices can alter the brain's glucose metabolism , a marker of neuronal activity. The findings will be published in the February 23 issue of JAMA, Journal of the American Medical Association . [More]
